With release #1.90.0 we include the ability for a network operator to define some custom guidance that can be associate with the Operator Verification.

An update to this story:
- Users are able to add pdfs, jpgs and png files to their profile (are not public).
- Car owners are able to add pdfs, jpgs and png files to their vehicle profile (are not public).
- Operators are able to view users and vehicles files as well as add their own.
Currently we are working on allowing operators define custom guidance for the discretionary verification that can guide users to additional requirements or tasks (upload a drivers record) they must do to become verified.

We have decided to add a new verification called the 'discretionary' verification to both cars and to a users profile. This will act as a final gate for operators so that they can attribute whatever back office processes and constraints they need cars/users to comply with to operate within their network.
For example, in a Canadian network this verification would be turned OFF for a user until they have complied by uploading a copy of their legal papers to their own profile (see remainder of the feature for how that part works) and the operator can see that evidence.
Networks that have no such need for this for compliance needs, can decide that by default it is ON, and they can just ignore it.
However, for both types of networks, the time may come one day when they just wish to block a user or car from participating on their network. Perhaps a user has violated a terms of service, or for disciplinary action, or they need to disable a user from participating on their network for other some reason. This feature would be the way to prevent the user actually using the assets of the network (i.e. cars), while not disabling them from logging in and using the application (i.e. managing their own account).
Next we are moving on to file upload for cars and user profiles.

Better known to us as the 'Canadian verification' at this stage, in support of our Canadian customers, who have specific needs for users needing to provide national certification regarding insurance before they can borrow cars.
The basic changes by introducing this new feature are:
- To lock down editing of existing verifications that are self-verifying. e.g terms of service, creditcard, email (and one day phone number) so that operators will not need to manage them, nor should they manage them manually.
- To introduce a new 'discretionary' verification (for a user and a car) that is editable by operations that can be unverified/verified at anytime, subsequently completing the verification of that user/car. Or preventing that user from borrowing (or lending) cars (or prevents cars being lent). The operator can do this at their discretion, allowing the user to still login and use the app, manage their profile, but prevent them using cars.
- Then, in addition, we allow a user (and operators) to upload an arbitrary collection of attachments to their user/car profile (files, PDF's, images, etc). Each one with a name and description. Special rules apply depending on who uploads the file. For example, if an operator uploads a file (e.g. a speeding offense notice) then the user cannot delete it. If a user uploads a file (e.g. a declaration of insurance) then the operator cannot delete it. However, the person that uploads the file, must still be able to delete it (in the case of mistakes).
- A car share service will have an option to verify this verification by default or not when the account is created.
- In the case of Canadian networks, (where insurance declarations are mandatory prerequisites for borrowing shared cars) this setting will likely be 'false' by default (i.e. the user is not fully verified), allowing the operator the chance to manually fully verify the user only when they have completed the upload of an insurance declaration.
