Rather than defining an email notification specific to Operators, which can become hard to aggregate or control (when it occurs frequently), we are going to achieve the same outcome by raising a webhook event whenever a new user account is created.

This raised event allows an operator to integrate with Hourfleet (through the API) and have this event drive their own custom workflow, by using tools like Zapier, or other notification integrations like Slack, etc
