Improvements

Billing receipts are now sent by default for each charge billed to a user when the operator charges their credit card. A user can opt out of the receipt notifications by changing the notification setting in their profile.

Fixes

Fixed missing verification data for some users, causing their verifications not to appear in the operations dashboard.
